Globally, Jeffrey is the National Ambassador for Singapore and Vice-Chair of the Metro Committee at UITP and is a Core Group Member of the International Railway Safety Council.

 

In 2024, he garnered the coveted Impact Leader Excellence Award at the Business Times’ Sustainability Impact Awards. He was also awarded Executive of the Year in Transportation at Singapore Business Review Management Excellence Awards 2023 for his outstanding leadership in the transportation industry. Jeffrey holds a Master of Engineering from the National University of Singapore and a Master of Arts (with distinction) from Massey University, New Zealand.

Cheng Siak Kian

Mr. Cheng Siak Kian is the Managing Director/Group Chief Executive Officer of ComfortDelGro Corporation Limited. He is also the Non-Executive Deputy Chairman of SBS Transit Ltd and VICOM Ltd.

 

Before his appointment as Managing Director / Group CEO, Mr. Cheng served in various leadership roles withint he Group, including Group Deputy CEO, CEO of SBS Transit, and CEO of ComfortDelGro Australia. He holds a Bachelor’s degree in Electrical & Electronic Engineering from the University of Manchester, United Kingdom, and a Master of Business Administration from the Massachusetts Institute of Technology.

Yee Boon Cheow

Deputy Chief Executive (Infrastructure Development), Land Transport Authority

Boon Cheow is a railway professional with over 25 years of experience in rail project management and implementation since 1999. He oversaw the project implementation of various Electrical & Mechanical Systems contracts including Rolling Stock, Signalling, Communications, and Power Supply for multiple projects. He was attached to SMRT as Chief Maintenance Officer, leading maintenance and engineering teams across all rail systems and implementing process improvements to enhance safety and reliability. He also led LTA’s Rail Asset, Operations and Maintenance Group, overseeing the asset stewardship of LTA’s rail operating assets.

 

He is currently the Deputy Chief Executive (Infrastructure and Development) in Land Transport Authority, Singapore, overseeing the engineering and project implementation of rail and road projects. With his experience and familiarity in the various rail systems, maintenance and asset management, he is currently driving rail digitalization efforts within LTA and collaborating with the two train operators so as to achieve the outcome of high rail reliability, effective asset management, and data-driven maintenance.


Mr Yeo holds a Bachelor (Hons) degree in Business Administration from the National University of Singapore, and Masters degrees in Human Resource Management & Organisational Analysis from King’s College London and in Strategic Studies from the US Air War College.

Michel Obadia

Chief Executive Officer APAC, Siemens Mobility

As the current CEO of Siemens Mobility Asia-Pacific and Singapore, he oversees a €700M annual revenue business with more than 3,000 employees across 10 countries. Michel’s career has spanned leadership roles at major multinationals, including Westinghouse Rail Systems (2011-2013) and Alstom Transport (2002-2010), where he drove growth through market expansion, technology innovation, and strategic partnerships. Known for his technical expertise, customer-centric approach, and ability to build high-performing teams, Michel is poised to continue shaping the future of mobility in the dynamic Asia-Pacific market. Michel is a SUP Telecom Engineer graduate and holds a PhD in Fibre Optics for Telecom Network. He has relocated to Asia two decades ago and has been based in Singapore since 2010s

Patrick Verwer

Chief Executive Officer, Go-Ahead Group

Patrick oversees rail for the group, with a focus on strategy and business development,
building on his previous role as CEO of Govia Thameslink Railway (GTR), Britain’s largest rail network. He was born and educated in the Netherlands, starting his career in the Rotterdam Police Force and rising to senior officer level. He first came to the UK in 2003 as Managing Director of Merseyrail and has previously been the Managing Director of London Midland trains.

Xu Lei

President, CRRC Sifang

Xu Lei graduated from Central South University with a doctorate in vehicle engineering. He is currently the Deputy CPC Secretary and President of CRRC Qingdao Sifang Co., Ltd.


He has successively held the positions of principal designer of R&D Center, Deputy Director of Science and Technology Development Department, Deputy Director of Final Assembly Branch, Executive Deputy Director of R&D Center and General Manager of Maintenance and Service Business Division of CRRC Qingdao Sifang Co., Ltd. In 2018, he was appointed as Vice President of CRRC Sifang. In 2022, he additionally assumed the role of the company’s Chief Engineer. In February 2025, he was appointed as Deputy CPC Secretary and President of the CRRC Sifang.


He has won honors including the National Science and Technology Progress Award, the Second Prize of the National Enterprise Management Modernization Innovation Achievement Award, the Special Prize of the Railway Science and Technology Award, and the First Prize of the CRRC Science and Technology Award.

Alvin Yeo

Head of NEL/SPLRT Customer Experience & Operations, SBS Transit Rail

Mr Alvin Yeo was appointed Head of Customer Experience and Operations (NEL and SPLRT) on 1 February 2025. He is responsible for both lines’ smooth running and daily operations, interfacing with almost 800,000 commuters daily. Prior to joining SBS Transit Rail, Mr Yeo held various senior leadership roles in Singapore’s Ministry of Defence and Armed Forces for over 30 years spanning operations, corporate communications, cybersecurity and international relations. His experience includes leadership, strategic management, and managing organisational issues.

Mr Yeo holds a Bachelor (Hons) degree in Business Administration from the National University of Singapore, and Masters degrees in Human Resource Management & Organisational Analysis from King’s College London and in Strategic Studies from the US Air War College.

Martin Kearney

CEO of Auckland One Rail (AOR)

Martin brings over 36 years of experience in the rail industry, having begun his career as a railway trainee with British Rail in Leeds in 1989. Martin has held a range of senior
operational roles across the north of England, including leading best practice initiatives in UK rail control rooms and serving as Head of Operations, where he oversaw more than 1,400 staff across multiple depots.

 

In 2012, Martin relocated to Auckland to take on the role of Chief Operating Officer for the city’s metro rail service. During this time, he led the successful rollout of Auckland’s new three-car electric multiple unit (EMU) fleet, supporting the transition to a fully electrified network.

 

Martin has held senior roles at Sydney Ferries and across Australasia, before returning to the UK to join Nexus—the Tyne and Wear Passenger Transport Executive—where he was responsible for bus, ferry, and Metro services across five metropolitan boroughs. At Nexus, Martin guided his team through the challenges of the COVID-19 pandemic, delivered multimillion-dollar infrastructure projects, and oversaw the introduction of a new fleet of Metro trains.

 

Martin returned to Auckland in October 2023 to take up the role of Chief Executive Officer at Auckland One Rail. Under his leadership, the team has recently transitioned fleet maintenance in-house and expects to grow to over 800 employees by the end of 2025.

Geoffrey Leong

Peter Lodge

Group Chief Business Development Officer (Bus and Rail) ComfortDelGro

Mr Peter Lodge was appointed Group Chief Business Development Officer (Bus and Rail) on 1 January 2021. He is responsible for the expansion of the Group’s footprint beyond Singapore, particularly in the Bus and Rail business segments as well as the future development and sustainable growth of the Group through tendering, mergers & acquisitions and new business lines. Prior to joining the Group, Mr Lodge held various senior roles with a major Australian transport operator for over 20 years covering operations, business development, legal and commercial. His experience spans metro rail, light rail, bus, ferry and on-demand transport services in Australasia and Europe. Mr Lodge holds Bachelor degrees in Law and Economics from the University of Adelaide, South Australia.

Shaun Liew

Head of Rail Ops Support, SBS Transit

Shaun Liew is the Head of Customer Experience and Commercial and Head of Rail Operations and Support at SBS Transit.


In making every journey a delight for SBS Transit commuters, he pursues excellence in Safety, Security, Training, Customer Experience, Operations Support and Innovation through strong focus on customer care, inclusivity and accessibility, community engagement, high standards in crew training, team work, operational methodologies and innovation.


In his concurrent role as the Head of Customer experience and Commercial, he is responsible for driving both community and commercial outcomes through customer experience (CX) policies, initiatives, partnerships and commercial strategies.


His previous roles include the Head and Deputy Head of Customer Experience and Operations for North East Line and Sengkang-Punggol Light Rail Transit.


Shaun has more than 25 years of experience in engineering, supply chain operations and strategic planning to develop responsive, customized and cost effective solutions to meet dynamic customer operations. He is passionate about innovation, and firmly believes innovation drives growth in business and organization performance by adopting a balanced approach in Technology, Business Model and People, enabled by a collaborative ecosystem of like-minded partners.


As part of his roles in SBS Transit, he is focused on developing an ecosystem approach towards innovation in Safety, Security, Training, Customer Experience and Operations, and is a strong proponent of adopting a community-driven approach towards creating a more inclusive society and accessible city.

Julian Tu

Senior Director, TRTC

Julian has been serving as Senior Director of TRTC since January 2024. He leads various projects within the company including system-wide E&M retrofit planning, advanced train supervision information system development, and others.

Julian has 30 years of experience at Taipei Metro. During this period, he has served in various positions including Director of Station Engineering, Operation Engineering, Circle Line Operation, and Rolling Stock Engineering Divisions. He has not only contributed to maintaining the reliable status of Taipei Metro’s electrical and mechanical systems but also completed several notable retrofit tasks, including the completion of half-height platform screen doors installations in 2018, upgraded the earthing scheme of Wenhu Line, and numerous other retrofit projects for power, signaling, and communication subsystems.

 

Meng Qiang

Director of the Centre for Transport Research, Department of Civil and Environmental Engineering, National Univesity of Singapore

Dr. Qiang Meng is currently a Professor in the Department of Civil and Environmental Engineering (CEE) at National University of Singapore (NUS). As a Fellow of the Academy of Engineering Singapore and an internationally recognized scholar in transportation, he has held multiple leadership positions at NUS, including Founding Director of the NUS Guangzhou Research Translation and Innovation Institute (GRTII) (March 2022 – May 2025), Co-Director of the Land Transport Authority – NUS Transportation Research Centre (April 2016 – March 2019), and Director of the Centre for Transport Research (CTR) in CEE (April 2016 – present). His research expertise spans three critical areas: urban mobility modelling and optimization, shipping and intermodal freight transportation analysis, and quantitative risk assessment (QRA) of transport operations. Through his pioneering work in these fields, he has established himself as a leading authority in the analysis, modeling, and optimization of urban mobility, maritime transportation, and intermodal freight networks. His research has been published in over 285 articles in top transportation and logistics journals. The citation rate of his publications is 90, with total citations of 22,400 according to Google Scholar. In recognition of his outstanding contributions, he was listed among the Top 2% Scientists in the World in the field of logistics and transportation by Stanford University from 2019 to 2025. He is the past co-editor-in-chief of Transportation Research Part E and the associate editor of Transportation Research Part B and Transportation Science.  The prestigious international academic ranking organization ScholarGPS recently released its list of Highly Ranked Scholars™ 2024. he was listed among those with ScholarGPS™ Ranks of 0.05% or better, recognizing his exceptional scholarly accomplishments. He ranked 5th among the Highly Ranked Scholars™ – Lifetime (Transport, under the discipline of Civil and Environmental Engineering) and 4th among the Highly Ranked Scholars™ – Prior 5 Years (Transport, under the same discipline), demonstrating the sustained leadership of his research achievements.


He has been honored with numerous prestigious research awards and prizes for his groundbreaking work in the field. For example, he was awarded the Best Paper of Omega –

The International Journal of Management Science in 2023. In 2021, he received the Best Paper Award in Institutional Innovation at the 14th Eastern Asia Society of Transportation Studies (EASTS). He also received the TSL (Transportation Science & Logistics Society of INFORMS) Best Paper Award in Freight Transportation and Logistics in 2020, and the OCDI Takeuchi Yoshio Best Paper Award in the Field of Logistics at the 13th EASTS International Conference in 2019. His contributions to transportation research have also earned several distinguished honors, including being elected a Fellow of the Academy of Engineering Singapore in 2022, receiving the Outstanding Alumni Award from the Department of Civil and Environmental Engineering at HKUST in 2016, and being named a Chang Jiang Scholar Chair Professor by the Ministry of Education of China (中国长江学者讲座教授) in 2017. Additionally, he received the Best Paper Prize at the 13th World Conference on Transportation Research (WCTR) in 2013 and the Singapore Ministry of Transport (MOT) Minister’s Innovation Award in 2009. These accolades testify to his dedication and contributions to advancing transportation and logistics research.

Pang Yeow Wei

Head of Rail Engineering Support, SBS Transit

Mr Pang Yeow Wei was appointed Head of Rail Engineering and Support on 1 February 2025. He was previously the Head of Engineering for the DTL since December 2023.


He is responsible for the effective operations and maintenance of the metro systems to achieve high levels of safety and reliability performance. Before assuming this appointment, he had helmed various senior roles including Head of Rail Projects and Head of Rail Risk.


He holds a Bachelor of Engineering (Honours) from McGill University, a Master of Science from NUS, and an Executive Master of Business Administration from NTU. He is also accredited as a Chartered Engineer by the Institution of Engineers, Singapore and the Engineering Council, United Kingdom.

Chua Chong Kheng

CEO, MSI

Er. Chua Chong Kheng began his career in 1985 with the then Mass Rapid Transit Corporation of Singapore as a Rolling Stock Engineer. At the end of 2003, he was appointed as LTA’s Director and subsequently Group Director of the Safety and Contracts Division. He held this position until his two-year secondment to the Ministry of Transport in March 2006 as the Director of the International Relations and Security Division. In 2012, Er. Chua assumed the role of Deputy Chief Executive (Infrastructure & Development), overseeing the planning, design, and implementation of all road and rail projects.

 

He relinquished this role on 1 July 2024 to take on the position of Senior Advisor at LTA, where he continues to provide advice, guidance, and share his expertise on matters relating to Infrastructure & Development, while also overseeing the Singapore Rail Academy.

 

From 20 August 2024, Er. Chua also assumed the concurrent appointment of Chief Executive Officer at MSI Global Pte Ltd, a subsidiary of LTA. Mr Chua is also a member of the Development Projects Advisory Panel of the Ministry of Finance. He served on the Board of MSI Global and its subsidiaries, Transit Link Pte Ltd and is also a member of various Industry Advisory Committees in SIT, NUS and NTU. He is also the Chairman of the Whampoa Citizens Consultative Committee and was awarded the National Day Public Administration (Gold) award in 2015 and Public Service Star Medal in 2016.

Professor Raymond Ong

Dean’s Chair Associate Professor
Deputy Head of Research & Enterprise, Department of Civil and Environmental Engineering, National University of Singapore

Dr ONG Ghim Ping Raymond is an Associate Professor and Deputy Head (Research) in the Department of Civil and Environmental Engineering at the National University of Singapore (NUS). He is concurrently the Director (Operations) at the Coastal Protection and Flood Resilience Institute (CFI) Singapore at NUS. Dr Ong graduated with a B.Eng (Civil) (First Class Honours) with a minor in Business from the National University of Singapore in 2003 and obtained his PhD in Civil Engineering from the National University of Singapore in 2007. Before his current appointment, he worked as a postdoctoral research associate in the School of Civil Engineering at Purdue University from 2007 to 2008 as a visiting assistant professor in the same university in 2009 and then as a lecturer (from 2010 to 2014) and assistant professor (2014-2020) in the Department of Civil and Environmental Engineering at the National University of Singapore.

Dr Ong’s research interests include sustainable pavements for a circular economy, and multimodal transport infrastructures and operations, with emphasis on future mega-transport infrastructures / operations (such as car-lite/car-free towns, next-generation seaports and airports). He has authored or co-authored over 85 peer-reviewed journal articles as well as over 120 international conference papers/ presentations in these research areas. He is also actively involved in translational research grants/projects related to the engineering development of critical mega-infrastructures in Singapore (including the Tuas mega-port, Changi East Development, and Woodlands Checkpoint).

Wang Ru Biao

Deputy General Manager, Overseas Business, CRRC Sifang

Wang Rubiao graduated from Beijing Jiaotong University with a bachelor’s degree in mechanical engineering. He is currently the Deputy General Manager of Overseas Business Division of CRRC Qingdao Sifang Co., Ltd.


He has successively held the positions of senior engineer of Technical Engineering Department, Director of Technical Department of Overseas Business Division, Deputy General Manager of CRRC UK Limited and Director of Project Department of Overseas Business Division of CRRC Qingdao Sifang Co., Ltd. In 2020, he was appointed as Deputy General Manager of Overseas Business Division of CRRC Sifang.


He has participated and held responsibilities for the projects of EMUs for Argentina, metro trains for Singapore, EMUs for Egypt, DMUs for the UAE, metro trains for Brazil Sao Paulo Line 13, Intercity EMUs for Chile, etc.

Tan Hui Boon

CHRO, SBS Transit

Tan Hui Boon is the Chief Human Resource Officer for SBS Transit.

She has more than 25 years of experience in various leadership appointments with a proven track record in driving enterprise transformation, workforce development, and strategic HR initiatives. Previously with the aerospace sector, she has led cross-functional teams and collaborated with global companies and educational institutions to enhance organisational agility and develop future-ready capabilities. Under her leadership, numerous awards and accolades on leading people practices have been achieved.

Ms Tan also serves in the Executive Council of the Singapore Human Resources Institute (SHRI) as their Honorary Secretary.

She holds a Master of Science in Human Capital Management (Dean’s Honors List) from the Nanyang Technological University (Nanyang Business School), and a Bachelor of Science (Hons) from the National University of Singapore.

Thierry Mocquiaux

Head of Engineering, Singapore One Rail

Thierry Mocquiaux is a senior expert having 30 years experiences with urban rail transit operation and maintenance. Through his works with Paris Metro and on many urban rail projects in France and abroad, he has gained high capabilities in the areas of urban rail operation and maintenance management.


In China, as Rail projects director, he managed the Technical Team based in Beijing providing business development and technical support as well as preparation of operation management.


In Hong Kong, as VP Asia Pacific, he leaded the Business Development activities in Asia Pacific.


In Paris, as Engineering Director, he managed technical experts designing the Safety, Operation and Maintenance technical framework of the Group, leading the development and deployment of O&M data analytics tools, providing technical support and auditing the subsidiaries worldwide.

He is now Head of Engineering at Singapore One Rail.

Lee Yam Lim

CEO, SBS Transit Rail

Mr Lee Yam Lim was appointed Chief Executive Officer of SBS Transit’s Rail Business on 1 February 2025. He is also the Head of the Downtown Line since May 2022.


He has been with the Company for more than 20 years and was extensively involved in the start-up and maintenance of the NEL, which was reputed as the world’s first automated heavy metro system. He was also extensively involved in the bid for the DTL and upon the award of the contract, headed its Signalling Department.


Mr Lee obtained a Bachelor of Computer Technology from NTU. He is a member of the Institution of Engineers, Singapore and is an accredited Chartered Engineer in Railway Engineering.

Jeffrey Lam

Honorary Chairperson, Singapore Chapter, ASIS

Jeffrey Lam is a seasoned leader with over 20 years of experience in Physical Security, IT Infrastructure, and Building Automation across Asia Pacific.


He currently chairs ASIS International’s Singapore Chapter, championing security excellence and professional development. He is also a member of ASIS International’s Physical Security Steering Committee, facilitating the sharing of best practices in Physical Security globally.

Yong Wui Poh

Technical Partner, SafetyEra

Wui Poh has four decades of operational experience in the Palm Oil, Petrochemical and Mining & Mineral Processing industries. His career roles included Plant Manager and the last being Vice President of Operations with Sibelco. His other roles were Project & Design Manager, HR Manager and Regional Supply Chain Manager.

In his palm oil career, he built and commissioned a green field palm oil mill. In 1992, he joined DuPont on Jurong Island and also started a greenfield engineering polymer plant in 1995. In his 5 years with Sibelco, as Vice President, he was responsible for the operations and business of 14 plants and 9 countries in the Asia Pacific.

A Chemical Engineer by training, his expertise includes Safety, Operations & Maintenance Excellence and Supply Chain.

Wui Poh is a registered Chartered Engineer (UK) and a Professional Engineer (Malaysia). He is the past Chair of the Institute of Chemical Engineers, UK (IChemE) and takes an active part in helping young engineers and students with career advice.

 

Matt Kinane

Chief Executive Officer, Connecting Stockholm

After graduating with an Engineering degree and following a short period in the Mining Industry in Australia, Matt spent the early part of his transport career with London Underground before a move to the Sweden. Having spent the last 25 years in the Nordics, holding Senior Roles within Operations, Fleet and Engineering Projects with Veolia, MTR and subsequently Go-Ahead, Matt recently led the winning bid for Stockholm’s Metro system and is now the CEO of Connecting Stockholm, a company jointly owned by the Comfort Delgro and Go-Ahead Groups.

Prof Razwana Begum

Head, Public Safety and Security Programme, School of Humanities and Behavioural Science, SUSS

Dr Razwana Begum is an Associate Professor and Head of the Public Safety and Security Programme at the Singapore University of Social Sciences. Her academic credentials include a PhD in Business Ethics and Restorative Justice from Monash University, as well as degrees in law, criminology, counselling, and social work.  Prior to her academic career, Razwana spent 18 years as a Probation Officer with the Ministry of Social and Family Development, gaining practical experience in social rehabilitation. 

Dr Razwana Begum also holds the position as an Adjunct Principal Scientist at The Centre for Advanced Technologies in Online Safety (CATOS), on the Board of PPIS (social service agency) as the President and contributes to the School Advisory and Fostering Committee. From 2023 to 2025, Razwana served as a Nominated Member of the 14th Parliament of Singapore, where she advocated for issues concerning public safety, education, youth, and women’s empowerment. Her expertise in criminology makes her a highly sought-after voice in the media as well as at national and international forums. Her research interests include governance, restorative justice, and public safety.

Mr Shunzo Miyake

Senior Executive Officer, Director General of the International Affairs HQ, JR East

Shunzo Miyake joined the East Japan Railway Company (JRE) in 1990 after graduating from Tokyo University’s faculty of law. Miyake started his career working as station staff, after which he was sent to London for one year to work as a bond trader. After returning to Japan, he was assigned to the personnel department, contributing to human resource development programmes such as employee recruiting and training. Following further experience as a manager in marketing and IT-related areas, he was assigned to work with international businesses as executive officer and department director of the planning and international relations department in the International Affairs Headquarters, where he has been for more than seven years. He is presently the senior executive officer and director general of the International Affairs Headquarters. Miyake has been practicing the sport of kendō (a traditional Japanese martial art) since the age of thirteen. He is now at semi-professional instructor level (renshi roku-dan, or grade 6) and continues to aspire to higher levels in the sport. Miyake was born in 1968, to turn 57 this year.

Kelvin Goh

Kelvin Goh is a seasoned security professional with over a decade of experience in the security and investigations industry. As the current President of the Security Association Singapore, he is at the forefront of shaping national security standards and advancing the professional development of the industry.

Kent Chai

Head of EHS & QM for ASP Region, Siemens Mobility

Kent brings over 29 years of experience in Environment, Health, Safety, and Quality Management, including 15 years in regional leadership roles. His distinguished career spans Oil & Gas, Logistics, Automation, and notably the Railway sector, where he began his journey with Invensys Rail.

With strong operational expertise, Kent has successfully led large scale infrastructure projects, including a state of the art  Electronic Specialty Gas warehouse. As a certified Lead Auditor for ISO 45001, ISO 14001, ISO 9001, and OHSAS, he consistently upholds high standards of safety, compliance, and operational excellence.

Kent holds a Master of Science in Safety, Health & Environmental Management, is currently pursuing a Ph.D., and is certified as a Hot Work Assessor, Workplace Safety & Health Officer, and Fire Safety Manager.

Sheryl Chua

Dr Sheryl Chua is an industrial-organisational psychologist with experience in public and private sectors. She is currently a senior lecturer at the Singapore University of Social Sciences (SUSS), where she is the Deputy Head of the Public Safety and Security programme. Her research interests are organisational psychology, crisis leadership, well-being, labour and employment studies.
